Special Service Guide Update for January 31, 2024

As announced, today marks the formal retirement of the Real-time and Historic pages under the Observability tab in the web interface. The Observability tab provides improved visibility into your Fastly Deliver and Computer services through system-generated and customizable collections of metrics.
